Plaintiff prisoners challenged a policy of defendant federal bureau of prisons (BOP) which addressed the incarceration of federal prisoners in Community Corrections Centers (CCCs) and provided that the prisoners could no longer be designated to serve their terms of imprisonment in CCCs.
