During an FBI investigation into the online activities of one Wyndell Williams, agents monitored a “chat” between Williams and Daniel Voelker, a 35 year old Pennsylvania resident. During that conversation, Voelker briefly exposed the buttocks of his three year-old daughter over a webcam that was connected to his computer.
